Reason: original Jap language dub assumes that characters speak Eng even when they are dubbed in Jap. The English speaking (Jap dubbed) characters visit Japan and meet Japanese speaking people (also dubbed in Jap). Guess if you can make ANYTHING out of those episodes with two people, both dubbed as speaking Jap, are supposed to have a language barrier and are supposed to only understand each other through an interpreter? It's a friggin' mess!
Because of this, Black Lagoon => go for English dub instead.

And to the topic of dubbed MS, I'd prefer without. Voices take a lot of hard drive space and bloat the size of distributable self-extractor. I'd like it to be lean and clean. If you don't have animated scenes, don't have voices either. It'd just be ridiculous. (I do support voice acting for animated cut-scenes, though. It wouldn't bloat the file size my at all, considering cut-scenes have a soundtrack anyway. But I hardly consider cut-scene voicing necessary...)
Of course there's also the delays caused by recording and adding the voices... while I'm not one to hurry you up and urge you to finish the project in a rush, I don't really support adding a huge additional, and unneeded workload on top of the already big workload. And I would probably play it with voice disabled because I've never played a VN that had voice acting. It would probably only distract me. (Plus, they might sound very amateurish.)
