Since I can't tell if this is a joke, I'll respond.
I think it means that their arrest is approved. It said arrest in the top right corner.

Also, it states that their respective guardians were contacted, and that this happened in Vienna. Meaning that they were presumably raised apart, and not in (or near) Moscow were they were born. So that's some hint of what their backstory is, albeit meager.

The fact that this happened in Vienna doesn't mean that they weren't raised in Moscow, it's possible that they only recently moved to Vienna.

Well, we can assume that moving was involved, and that may have an affect on their characters, as moving is a large lifestyle change.

I'm really intrigued by this pair now. I always trusted the writers would create a pair that didn't just become the 'uber sxz twin' route, but it was always hard to imagine how it would be pulled off. It still is, mind you, but I'm way more excited for them now.
